Chronic Performance Problem on Oracle 12.1.02 EBS r12.2.4 - URGENT HELP!!

Hello Gurus,

We have a pressing performance issue on our Oracle 12.1.02 DB (EBS 12.2.4). We have been working on a pattern where we see a critical business process miss performance SLA daily. We’ve been working for a number of weeks now to understand the
cause and have made a number of improvements. However, we have still not solved this issue. The requirement in this case is for this process to take less then 8 seconds. From the charts below, you can see a spike in the max time for the process as well as the number of times SLA is breached. Almost always in a window from 9-10 AM.
