Search issue on WCC 11.1.1.9

I have stood up a new instance of WCC 11.1.1.9.  I am using OracleTextSearch.  I have used Archiver to copy content between my old 10g region and my new 11g region.  Rep Man has run and I am not getting very many full-text pieces of content. I have roughly 30k pieces of content. On 10g, I get about 25k pieces as full-text, but on 11g this same set of data is only get about 2k pieces of content for full-text.  Also when I do a search from the default search landing page or from the full search page I get
