How to Manually Cleanup Index Metadata from Text dictionary / CTXSYS schema (Doc ID 133482.1)

I see this document referenced in some Metalink notes and bug reports about Text indexing errors, but it's not public.  Does anyone know why?  Is an SR required to get it?
