False warning of 'Account over budget' at order entry for non stock purchase order

Hello All,

In an ongoing scenario, user tries to enter a OP/B order for a particular account only to get a warning message as 'Account Over budget' and order is marked as stuck with B1 (budget) hold.

The processing options#11.4 in P4310 is set to 1 i.e. the job cost budgeting method is used.

Before doing the above transaction , user allocated a budget of USD 300,000 to a particular account which created a new entry in F0902 with blank subledger. Then , he used the same account for OP/B transaction for an amount of USD 3000 only and got the warning 'Account is Over budget' and order got stuck at B1 hold.
