Hold was applied and released when a credit memo is cancelled

Hi,

I'm wondering why Price hold is created after cancelling a credit memo.

Steps to reproduce

1. Create an Invoice with price hold

2. Create a credit memo as  "price correction" . Validated and ends up with no hold. I even check the ap_holds_all table, there was no hold created for this credit memo

3.  Cancel the credit memo - A price hold was applied and got automatically released

Is this a expected functionality? Because hold is automatically created, it automatically fires our custom Invoice Hold WF and failing.
