Ideal Value for Fast-Start Failover Threshold

Hi,

Earlier we had Fast-Start Failover threshold value set to 60 seconds but due to recent network congestion, we started getting Primary Database automatically Failover to standby database, which was absolutely not required.

Now suggestion has been made to keep it 3 min (180 seconds) during business hours and 15 minutes (900 sec) off peak hours.

I would like to know what could be the ideal value for Fast-Start Threshold. What are the risk associated having this value with increased interval (15 min). what scenario transaction would fail?
