What are the steps to install OEM13.2 agents on Windows 2008r2 servers?

I have the OEM 13.2 Cloud Control installed an working, I have 20+ Oracle databases on Windows 2008r2 and 2012r2 and I am trying to install the management agents but can't use the Auto Discovery because it doesn't work on Windows (which is where my OEM 13.2 Cloud Control is installed).

I tried to Manually add Targets, the only host and database I can add is the server the Cloud control is running on.

I've read many articles that to Discover Windows hosts you have to install CYGWIN which extremely painful to do, is there another way I can set this up?

OEM 12.5 was not this difficult ! Any assistance is greatly appreciated.
