Suppression on Input Forms

Is it possible to suppress specific dimensions in the rows? We have input forms with multiple dimensions in the rows (account, year, scenario).  So if a certain account had no historical or present data, we'd want that account and associated rows of data to suppress, whereas if the account had data in the current year but not in prior years, we would not want that account and associated rows (even if no data for prior) to suppress.
