IP13 TO IP17: Upgrade: Application Menu Bar is missing.

Hello All,IP13 TO IP17: Upgrade: Application Menu Bar is missing. Showing up in sandbox. I am able to see Application Menu when connected to Server via dedicated client. I have replaced JS and CSS from working environment (the sandbox) to upgrade environment and removed all CUSTOM manifest entries, delivered the workspace and restarted the servers. Still no use. Our upgrade environment is not showing the application Menu (File, Edit, Query, Help etc). Any pointers?
