Not able to Ship Confirm items that are "not" serial controlled. 12.2.7 upgrade

We are getting a message below when shipping using the Ship API.  Just started with our upgrade to 12.2.7.

The strange thing is this.

I can ship a 1 line order in any inventory organization, including my Distribution center org, which is locator controlled.

I can ship a 2+ line order in all organizations except my Distribution center org, which is locator controlled.  No other orgs are locator controlled.

None of our items are serial controlled.

As soon as there is a 2+ line order in my DC org, it errors with below message.

Ideas?

We're on latest patchsets, applied for bug 20226651 that's referenced everywhere, just can't see a direct hit to try.
