12.1.2.12 vs 12.2.1.1 patch differences

Out of curiosity, is there any difference between the 12.1.2.12 and 12.2.1.1 ODA patches, besides the 12.2.1.1 having the 12.2 GI? I'm just curious because the list of "known issues" is basically the same between the two patches, and the "patch list" on the release notes for both patches lists the 12.1.2.12 patch number to download for both.
