Pickslip in Fulfillment does not display the Qty to ship

We have Print Pickslip R42520 Processing Options for Future Orders set to a 3: Print, do not advance status.   The Qty to ship is Blank.  Is this functioning as designed?  Is it a bug?  Once the order released out of Fulfillment the Qty to Ship populates. We need to be able to print a Pick Slip with the Qty before the order releases from Fulfillment.
