Strange dbms_stats behavior ORACLE 12.1.0.2 after manual database upgrade

in Oracle VM (OVM) (MOSC) Question

As a part of a product upgrade, I needed to upgrade my 11.2.0.3 ORACLE database to Release 12.1.0.2   This was done by using RMAN to clone the database onto a machine with a 12.1.0.2 $ORACLE HOME. My next step was to run the $ORACLE_HOME.perl/bin/perl/ catctl.pl script.. After the upgrade, I ran datapatch to patch the database up to the patch version that was installed on the database VM.  The product upgrade ran OK. However,  I have that nightly gather stats job which fails with an ORA-0600 error. Checked that error out in MOS.  One of the suggestions was to run
