JDeveloper ntegrated weblogic server won't listen on the listening port 6667.

I can't get the jdeveloper web logic server to ping and it is not listening to the listening port as defined 6667.  This is true for an installation at 9.1, and also true for in installation I have access to at 9.2.  I've followed all the deployment stems as outlined in the testing procedures. I can deploy. I can run successful soapui tests to the integrated weblogic server.  I'm stuck.  The business services server works perfectly.  Is there a step you need to run as part of the installation of JDeveloper?  Why isn't everyone else having this issue?  The only
