Prevent Budget Plan from being finalized based on frozen fields in grid.

Greetings.

A request is to put in place a business process that prevents a budget from being finalized when specific data fields are missing.  Currently, when a project budget is entered, there are approximately 10 fields that are required to use throughout the life of the award and perform transactions all through the system.  When a field is missing, the maintenance can be cumbersome where certain values (criteria) must be researched before going back to update. 

PeopleSoft Grants delivers a ‘customized’ grid where the project budgets are entered.  This grid can be tailored to the resources requirements.  Once the fields are selected to use for they can be selected as frozen or hidden.  The Grants Accounting department has
