New 9.2.25 FA Status Default Config?

Based on PeopleBooks documentation on this new status control it sounds like it is supposed to control/default in the status on the Project Activity FA rates page during Generate Award process for either Pre-Award Gen or regular Gen.  We are not seeing this happen, are we missing some other configuration?

Set Up Financials/Supply Chain > Business Unit Related > Grants > Facilites Admin Options

FA Status Defaults

Preaward Spending = Pending (Note PeopleBooks states that blank is a valid option but you cannot save the page with the blank value)

Generate Award with Preaward spending checked, the FA Rate Status on Project Activity comes in as Ready not Pending as expected.
