Error Code 0037 on Blanket Order Release

We are in the process of setting up a new company to go live on JDE.  We created some blanket orders in our PY environment and have started to release quantities to create sales orders.  When my user created a sales order, he received error 0037 - Address Number Invalid.  That's a hard error but it still created the sales order.

My profile has sysadmin rights.  I can release a line on the same blanket order and don't receive an error.  I then log on using the same ID that the user had and I can see the error that he received.  We're working in the PY environment so the ID he is using has security that should allow him to create the sales order.  I followed the solution suggested in
