EBS:R12: Cannot save order line with decimal quantity of item

Hello,

I'm currently on release 12.1.1. I've been trying to test ordering an item with a decimal in the quantity but cannot save the line.  The items I am testing have null fixed lot multiplier on master and org, rounding is not enabled, OM indivisible is not flagged, and there are no order modifiers on the subinventory or locators associated with items in master or org level.

Steps:

1)nav: Order management super user: Under Sales order, begin a new order

2) choose item

3)enter quantity with a decimal

4)Save: Error The Order Quantity for item ###### must be a multiple of 1.

What profile, parameter, or config option could be active to prevent decimals on the order line qty?
