EBS R12: How to creating a custom function to restrict access to Lookups

Need to allow access to business users to maintain lookups used for various modules.  However, we do not want to give users full access to all lookups especially AOL lookups.

I followed some my oracle support notes but did not get too far.  Steps followed:

1) created a new menu function which is directed to a single lookup

Function = YH_INV_WINECOM_LKPS

User Function Name = Wine.com lookups for Inventory Blocks

Description = Wine.com lookups for Inventory Blocks

Form tab, Parameters = APPL_SHORT_NAME="INV"
VIEW_APPLICATION="XXYH_WINE.COM_QA_RULES_LKP"

2) added the function to a menu used for a responsibility
