Why a development takes so long, too long?

I have requested via a SR on 26-JUL-2017 an enhancement request for a Italian legal requirement, which has to do with Bollo Tax, that must be charged for any invoice, credit memo versus threshold 77.47 or higher and -77.47 or lower, when it has an exempt VAT Code not only for Customers in Italy, but also outside of Italy.

A Bug number was opened by Oracle Enhancement Team and until now 7+ Month later, no solution was given.

When can I expect finally a solution?

See attached the bug and the SR Number

Oracle, I understand some time is needed , but don't you think that 7+ Month is way too long, especially for a legal requirement?
