Siebel IP2017 - Migration Application - File Preparation fails

Dear Siebel experts!

We are using Migration Application console to migrate DEV2IT . We setup  source and target, with all required properties.  We have several migration plans, some of them are working w.g. Schcema Service + Runtime Repository Data Service.

However when we run a simple Migration plan for File Prepare and Deploy then it fails. It fails on Prepare step,  with no log available.  I can only find migration.log where I see an error :
