Siebel IP17 setup

Hi Support,

I have installed Siebel IP17 binaries on a new windows machine. Now i need to point it to exiting (ip16.11) database and upgrade the repository to IP17 (IRM).

But as there is no gateway and enterprise config utilities (which creates _DSN to connect DB), Is there any way i can perform this step ?

(I need to Configure Gateway and Enterprise and then go for upgrade on existing DB).

Please suggest.
