Question- Watchlist cannot be added on Job Control Master (P986110B)???

Hello, I have added CREATE and SHARE Security for P986110B for my user id.  We have cleared the JDBj security cache but still cannot see the WatchList option on this form. To rule out the security cache issue, I also added another application with CREATE and SHARE security. I was able to add WatchList on that form, that tells me the security cache clearing is not an issue.

Can't we add WatchList on P986110B?
