Primary Location with Soft commit

Is it possible to change a protocol in JDE so that a primary location can be changed, even if it has a soft commit? It would be really advantageous for us if we could not only move materials while they are on order, but also have the ability to change the primary location. I don’t want to delete the soft committed location altogether while it’s on order, just change the primary. I also don’t mind if PO’s are tied to a location while on order. I know JDE will allow us to receive materials directly into any alternate location we
