start/stop oracle listener with both root and oracle

I am running oracle 12.1.0.2 on Aix  and I just got a request from my boss for on of the environment they would like the listener to be able to start and with root and with otracle  for failover. I know this is advisable and also a security risk however this what i have been asked to do. I have been looking online but cannot find anything that would assist me in achieving this task. Can anyone help me please?
