Odd multibyte chacter conversions after re-creating Essbase ASO app in unicode mode

Having given up on using the Essbase Unicode File Utility on our existing ASO app, we re-created a test app with enabled server permissions and Unicode mode on at inception. We created dimensions and loaded with new build rules created inside this app using an informatica query output set for UTF-8 mode. We are still getting the following. Any ideas before I post an SR?
