JDE 9.2-R47121 Returning Error-Item Location Not Found

We are using R47121 Inbound Product activity to interface inventory transactions from Legacy system to JDE. The UBE report shows errors on many transactions due to "Item Location Not Found" even though Processing option is set to ignore warnings. When using the standard Inventory adjustments app, item location record not found is a yellow warning, not an error. Does anyone know how to avoid this error? It's not feasible to maintain every location the item "could" be in in the item/location file prior to running the interface.
