!!TFA locale LANG issue!!

Hi,

I could reproduce now the following issue with TFA Version : 122122 (Version 18.1 not tested yet) on Oracle Linux 7.4.

If you operate your system with German (maybe other are affected, too) language settings

[~]$env

..

LANG=de_DE.UTF-8

the "tfactl diagcollect" will fail in March. I assume that is caused by the german"ä" in german "März".

If you try it, you will hitting a:

Collecting data for the last 12 hours for all components...Collecting data for all nodesCollection Id : 20180315072139dgDetailed Logging at : /u01/app/oracle/product/12.1.0/dbhome_1/suptools/tfa/repository/collection_Do_Mär_15_07_21_39_CET_2018_node_all/diagcollect_20180315072139_dg.logIllegal parameter passed to diagcollection -z
