Personalize APXINWKB

All, I wonder if you could help with this Business Requirement

In terms of access to APXINWB we have the following setup

• Input
• Payment
• Manager

The latter 2 have only have read only access to APXINWKB

However, there is a feeling that they could have access to APXINWKB but not to create new Invoices. So if the Invoice header and lines/distributions did not match by £ 0.01 they could make the change or even change the code on a distribution value

But never create a new Invoice.

Would this be possible, by some sort of Personalization or is it just a step too far?
