SubmissionGroup Process Management inquiry

Hi all,

quick question on Submission Phase/Process Management.  My application has this function turned on.  I noticed that I have accounts tagged with submissiongroup 4 and these accounts are open for input even for months not started or promoted to Review Level 1.  (Basically future periods)  For accounts tagged with submission1 or 2 it works perfectly.  My question is, is this driven by the Rules or is there something I am missing in the metadata to cause this inconsistency.  My objective is not to allow users to have access to input in future periods when it has not been process managed yet.
