E1 UDOs- Cafe 1

Hi Guys,

I am trying to create a Cafe 1 page and can see access and UDC exist as per (Doc ID 2106864.1)

I was suprised to see that I dont see edit form layout button

usually as per tutorial i should see this option

BUT My screen looks like this could you please help ?

I tried on P4210 and work with submitted jobs and there is no layout button ....

Here comes another surprise if i go to my system options then on this screen i can see Edit layout which i dont understand can you please help?
