Exadata ASM resizing

I have free space on my exadata celldisks.
I came across this document on MOS Doc ID:1684112.1

I have two questions regarding this document:
1. I would like to know if the task of increasing griddisk (with free available space) size can be done in a rolling manner. Unfortunately the document does not state anything.
2. What does "power 32" refer to in this sql script for rebalancing?
$ sqlplus / as sysasm
SQL> alter diskgroup DATA resize all rebalance
