Does modifying the SCAN listeners ports bounces all SCAN listeners?

Hello,

We are going to move a database to an existing RAC and one of the requirement is to have a new port on the listener so our security team can limit access to it through ports on their firewall.

I have been testing adding a new port on the SCAN listener in our test environment and it looks like all SCAN LISTENERS bounce within 10 seconds of each other and for a short period no databases and services are registered with any of the 3 SCAN LISTENERS.

So that's worrying.
