Why can I not create a template from a Standard Edition "Custom Database" build database?

Hello all,

I recently installed the Oracle Database 12.2.0.1 software Standard Edition. I have created a container database using template "Custom Database" Java and Multimedia included. This database is going to be the seed database I want to use for our environment

When I try to create a template from this database, it only allows me to create a temlate without the datafiles.. I do want to have the datafiles included because generating the datafiles takes much, much longer.

Creating a template INCLUDING datafiles in dbca shows up an errors saying: DBT-10952 SYS user does not have DV_PATCH_ADMIN privileges.
