Header Level Invoicing, multiple charge lines with AUTO BOOKING

We are using 12.2.5 oracle EBS

Our order type is using the seeded Header level invoicing workflow so that all lines invoice together on an order.

Service Autobooking charges system profile is set to YES

I am using an order type that has the oracle seeded Header Level invoicing workflow tied to it, so all lines on the order invoice together. 

When I try to submit 2 or more lines on a service request charge form, the charges form errors on the 2nd charge record stating that the header invoice is already processed.

If I submit only 1 charge line it works fine.
