Why does Freight Update R4981 create Line Number 1.010 instead of creating the next available whole

Why does Freight Update R4981 create Line Number 1.010 instead of creating the next available whole number when the program adds a billable line to a sales order?

We are upgrading from Xe to E1 Release 9.2. At the same time we are implementing the Transportation module.

In testing we have an issue with Freight Update R4981 when Freight Update adds a billable line to the sale order. The line number is always 1.010 even though all of our payable and billable freight is set at the shipment level.

Most of our sales orders have many lines. Our accountants don't like to see all of the freight charges as a sub-number of only one item. Also, our invoice print program shows the freight as a charge for Line 1.000.
