Personal Form 9.2

I have been researching how to change the tabbing sequence in 9.2.2.1, however all documents I have ran across are specific to a particular application. I am having an issue over several applications - my issue is that when I try and change the tabbing sequence through Personal Forms, it will not keep my tabbing format that I create. Am I doing something wrong?

Steps I have taken:

Open application

Click on the icon to update Personal Forms

Click on the Save As and rename the form

Click on Set As Default

Click on Edit Tab Sequence

On the form itself move the tabbing sequence around to desired output
