JDE 9.2-Generate ASN with no F4216

There are instances where Client will not have F4216 records but still wants to generate an ASN. I see that according to white paper, this can be accomplished by setting up a blank record in P47HL for "S O I" and setting the processing option to use Order number as shipment ID (This is the recommended setup for Direct Ships). Will any other hierarchical configurations work this same way? i.e. "S O" , "S I"
