Can you require Category Sets (in addition to the default category set) for Inventory

Hello -

We are on 12.2.4 of Oracle eBS.  We have a default category set defined for Inventory, which makes this category set mandatory.  Is it possible to define any other category sets as mandatory at the time of item creation?
