Will action "unassgin order release" send a transmission for shipment remove?

I create an agent with shipment-remove event to monitor shipment remove, when I unassign order release(one OR one shipment), I can see a transmission generated, but when I login on another envrionment to do same test, there is nothing generated .

Users want to delete shipment by action "unassgin order release from shipment", but I am not sure how to send intergation to sync external system.
