Orac EBS (R12.1.3): adding tip to privacy statement

Any implemented responses greatly appreciated.

User wants to update the 'Privacy Statement' in the Oracle EBS home page. I updated it and when they click on it, it takes them to the destination URL.

Now, how would i add an 'acceptance check/check box' or etc - where in when the user logs in, it asks them to accept the by clicking or selecting OK, and then takes them to login, or the ebs home page.

Does this require a Customization? for which i need to use Jdeveloper and modify the code?  Does it require bouncing of the servers? Or can this be done like how i did the Personalization using some Tips or etc...What will be the steps if  a Customization is needed?
