Q1:  non-unicode dbs cannot be lifted ?

A1:  Non-Unicode databases cannot be lifted using Cloud Manager's lift utility at this point. But you can still do a manual lift. Development is aware that customers would like to see the automation include non-unicode and it is in the cloud manager roadmap.

Q2:  can we run only Oracle databases on the Oracle cloud? How about DB2?

A2:  Cloud Manager only supports Oracle databases, however, you can manually provision a supported version of DB2 or sqlserver instance in the Oracle Cloud if you so desire, but you would not have access to Cloud Manager features for your DB2 environments.
