How to limit System Extract full file to current enrollments only

We are using the ANSI-834 Full Extract to send Benefits data to 3rd Party.

We have defined the criteria of the System Extract  as

Enrollment Coverage During Period between First Day of Current Calendar Year and Last Day of Current Calendar Year.

We have a situation where an employee initially was in Employee option of a plan with effective start date of 01-Jan-2018. Employee gained a dependent and moved from Employee to Family option from 01-Mar-2018. The Employee option was end dated as of 28-Feb-2018 and the Family Option started from 01-Mar-2018.

Now when we extract the data, we get both the records -
