prevent resources from being Owned by more than one department

Hello Gurus,

we have a situation where the system allows an owned resource of one department to be assigned to another department. The requirement is to make it so if a resource is owned by a department, users are prevented from adding it as an owned resource to any other department. Please see below screen shots:

The resource "M01CASSY" owned by "M01_ASSEM" department under "M01" organization can be added to a different department "M01_INSAP" present in the same M01 organization. We want to restrict this allowance. Please let me know how can we achieve the restriction. I am guessing a personalization must be put in place. If so, Please let me know how to define a personalization for the below requirement.
