New installation E1 9.2 (TR 9.2.2.2) does not generate full package (deployment server - Windows 201

I have several clients with E1 9.2 where the distribution server is running Windows 2012 without any problem.

In this new installation with E1 9.2 + TR 9.2.2.2 we have the deployment server is Windows 2016.

Doc ID 2298025.1 explains that Windows 2016 is TR 9.2.2.2 approved for deployment server.

We tried in several ways, and we could not generate a full package on the server with the error message: -
