CC 13.2 on Oracle Linux 7.

Still bouncing from one issue to another.  Stumbled across the "Best Practices Analysis" on the Security Console.  It indicates that "externalization" has not been enabled.   Says "For more details,refer to section "Setting Up the Auditing System for Enterprise Manager" of the Security Guide."  So I open the PDF version and seach for "Setting Up the Auditing System".  No hits.  Try some other searches.  No luck.  Reading the TOC, More text searches.   I finally find 2.6.4 - Configuring the Audit Data Export Service, where it says

You can set up the audit externalization service for exporting audit data into the filesystem by using the update_audit_setting -externalization_switchcommand.
