Why is Patch 27119652 (12.2.1.2 update) Password Protected

I noticed that Patch 27119652 (ORACLE DATABASE APPLIANCE PATCH BUNDLE 12.2.1.2.0) is password protected. This is update patch for the ODA.

This is the first time that I noticed that the update patch is password protected. You have to create an SR to get the password.

Anyone know the reason? Is the a problem with the bundle?
