How to create a pick release rule without specifying WH (eBS 12.2.4)

I am working in Oracle eBS 12.2.4. When I am trying to create a pick release rule, it is forcing me to select the 'Warehouse' field from the INV tab. If I don't then it is raising an error 'APP-WSH-228260 - Warehouse Must Be Specified'.

We have over 100+ orgs and I can't create Org specific PR rule. We previously used to create a generic PR rules in R12.2.3. Is this a new feature or we are missing some patch?
