OTM split order release and consolidate order release by ship unit level

Hi Guys,

I am using OTM standard function to plan order release.

While bulk planning, if an order release is too big to delivery, OTM will generate one more shipments according to ship unit of order release, meanwhile OTM will assign some other samll order releases to the "small shipment".and the expected result is OTM should give cheapest cost and good truck untilization.

but I just found sometimes OTM didn't consolidate order release with cheapest cost and didn't load a truck with a good truck untilization.
