Are E1 user JDE and System (Database Proxy) user JDE two different user accounts?

A quick question which confused me for some time. We have a System User "JDE" which is assigned to E1 user when creating User Security (by P98OWSEC). Also, there is a E1 User "JDE". They are two different user accounts, aren't they? If changing the system user "JDE" password by P980001 (and of course I need to change the "JDE" password in database), the E1 user "JDE" password remains unchanged. Is it correct?

Howdy, Stranger!
